Topfolder and FLDCVOTE III

A donor suggested that FoldingCoin Inc sells 100,000,000 undistributed FLDC at the current exchange rate to help raise funds for the FoldingCoin Inc. project. This is the first vote using the new system in which only the Folders of February received VOTE tokens and the VOTE tokens got maxed out at 500,000 (only 5 Folders got maxed out).
